It would be totally random, kind of like the DITR players. Owners would receiver a higher chance of getting a good random player in the later rounds based on their budgeted scouting amount, higher scouting amount equals higher percentage for random good players in later rounds. In your example we both would receive the same random chance of getting a good player in the later rounds of the draft. However, our percentage chance to receive a good player in the later rounds would be much higher then an owner that budgeted 10 million towards scouting, maybe even twice as high or higher. The lower an owner budgeted for scouting the lower the chance for random good players in the lower rounds.
