Cali is likely a donor state because of its wealthy population, Hollywood, etc. But it is spending more than it makes and has to rely on the Fed for its credit rating, etc. 1 of 8 people in the US reside in Cali. While Cali is a donor state, I believe NY and NJ are not. Cali may not be for long either. I will agree that they are but they are one of the states I mentioned and again it DOES NOT include entitlements. Cali is NOT self funded. That is an issue.

No, not for arguments sake. For real. You’d said the rust belt is tired of finding the coastal states. That really isn’t happening. In fact, it’s the other way around. Blue states pay more in federal tax dollars than they take out. Red states take out more.

State tax rates have nothing to do with the question of what states are funding other states.

CA/NY pay X in federal tax dollars. They take out Y. In their cases X>Y.

For states like Kentucky and Alabama, Y>X.
