No. Because its what stats state. I would probably arrest more males. Its not because I am sexist. It is because males commit more crimes. What institutions are racist in your fantasy world? Name a few.
BTW I don't have a negative or positive opinion about anyone. I take everyone as an individual. 22% is significant. I explained why it is so high. Single parenthood and lack of generational monies. How is that institutional racism when they don't have wealthy parents? I don't understand this logic whatsoever?

I mean that if you were to see a white and black person doing the exact same thing, you would arrest the black person more. On average.
FACT: More innocent black people get arrested and convicted. That's instituional racism. If every case was truly treated individually, the numbers would be even by race. The fact that black people commit more crimes is irrelevent. It should be even no matter what. But it isn't.
As you pointed out, slavery and Jim Crow laws were racist institutional practices that still affect us. The same can be said for redlining. And as I just said, police and justice system are biased. Then there are a ton that are poverty based. These are not racist, but obviously affect black people disproportionally because, well, they are in poverty more.
You pointed it out yourself. Slavery and Jim Crow. Kept them in poverty long afterwards.
