How does one pay this much money? Isn't the cap on prospect dollars 25?

The cap is only limited by how much one can transfer to the prospect budget

Funniest thing is that guy is quite good but not like INSANE

I wouldn’t even call him quite good. The International market is very unpredictable, and can get very expensive if there haven’t been a lot of good players pop up during a season. You might have a lot of players with money and 1 final decent IFA, therefore inflating his price. OR, there may have been an amazing cycle with a ton of great IFAs, and then no one has any money at the end and a stud pops up and sells for really cheap.

That's why I play in a world with an cap on amatuer budget. 25mil max.

I push for a rule where $20,000,000 (+ 3-year big league contract) is the max you can spend on any one player. You can chop up as much as you want until your heart's content, but not a penny more than $20M at once.

No way to enforce it though, besides having commissioner remove the owner or something. Only honesty

Rules limiting amount spent on IFAs only benefits teams drafting late.. no point making rules to benefit teams that are dominating.. just my opinion...
