Being the first means that he has the best chance to land the most $9+ million dollar players. Could be a coup for whoever has the guts to do it; we shall see...

As stated before, jumping ahead could work if only a few do it and fails miserably if enough others pile on. When the winning strategy involves riskin 100 point penalties based on the whim of other teams, that makes this is a gimmick league. The most interesting theme for sure, but still a gimmick league.

Question about penalty points. Do they only apply to Overall standings or are they deducted from your W total too? In other words, can a pessimistic owner ignore penalties and just play to win this league?

The penalty points will apply to your overall win total for the tournament, but also be factored in for playoff eligibility in the league.

I'm not sold on it being the dominant strategy, to be honest. The strategy redcped and dippedncrack, among others, have implemented is letting them clean up in terms of getting quality players that only a subset of the total owners can even touch anymore, and those players tend to have better raw stats than some of the more expensive hitters (i.e. 1894 Tuck Turner, who was just picked). Balance those guys out with a few 6-8M hitters and you've got a pretty nice team, with maybe even some options for lefty/righty advantages
