Tang, the way I read what All3 cited is that you may seek asylum if you are being persecuted for being a member of a social group, not being victimized by a social group (gang). Based on your logic, gang members should permitted if they are being persecuted for being gang members.

That's not how it's worded. It is truly tragic what is happening in those countries and they need help and we have the means to help them, but it looks like gang violence is not included in the list of reasons that asylum should be granted. I may be wrong. I have not read the full law, but that is my understanding,
