Need clarification on how pitcher fatigue works in the playoffs for an OL. I understand that owners can no longer "bank" the innings of a Bob Milacki or a Rich Hill type to dominate the playoffs w/ multiple starts. Is it correct that pitchers are set to 95% of their allotted innings heading into the playoffs? So whether Rich Hill has pitched 10 innings or 32 innings (~10% over his 29 IP) in the regular season, he is assumed to have used up the same 95% of his allotted innings heading into the playoffs? But if he pitched 35 innings and ended the regular season fatigued, he would also enter the playoffs equally fatigued? Sorry for such a basic question but I just want to be sure I have that right.
