Plus the fact that there are not enough real people playing at each level. More people = more competition during recruiting = less opportunities for lower divisions to recruit up.
Theoretically, if both D1 and D2 were 2/3 or more full, then caps would naturally fall into into place. It would be very difficult for D2 to reach up and grab D1 players, and it would be very difficult for D3 to reach up and grab D2 players (and virtually impossible to grab even D1 garbage).
D1 maybe, but I don’t see D2 ever getting above 1/2 full, not as a commodity game with players competing with budgets for scarce resources. Take money/budget out of the game, make recruiting simply a matter of preferences, promises, and prestige, with the recruits deciding when and how often visits are done, and I think there’s potential for fuller worlds. But generally, commodity games just aren’t fun above a certain level of saturation, because there’s little mobility. Most folks need to feel like they’re only a good class or three away from being competitive.
