Actually I don't think that's true... the $90M and the $130M are both objectively easier to build. Realistically, the $70M isn't all that hard to build either as it is just a matter of setting the search criteria correctly (and watching out for the 2017 trap).
Looking at the data, the $70M and $90M are easy to build and there isn't that much strategic choice, so most people can build those rosters pretty quick.
The $130M is easy to build but there is an element of strategic choice involved, so some might take their time and play around with the possibilities (and construct the Round 2 roster).
The $110M is harder to build but there isn't much strategic choice involved.
The $120M is middle of the pack as far as difficulty in roster construction, and middle of the pack in terms of options. Weirdly enough, this one actually has the lowest number of rosters submitted.
The Variable Cap is the hardest to build, both roster construction wise and from a strategic standpoint.
