If there aren't enough high salaried players in this theme and most teams won't get close to 140M (without wasting salary on innings or expensive pinch hitters), then the few people who are lucky enough to randomly draw an early pick have a huge advantage. Not sure that was the intention of this league. Maybe you could at least align the division alignment based on team salary.
Or just by draft order.

If you're doing it manually, it will indeed take forever. There's 399 eligible teams. I was surprised to see only 31 teams nominated twice.

Of course. With the WIS hitter and pitches salaries databases and excel, you can build a spreadsheet in under an hour with all the draft eligible players. A couple lookups and a pivot table is all that's required.

Well it occurs to me it would be faster to learn pivot tables than keep pasting like I started doing. Anyone know if they work with Google Sheets? I keep my WIS files in there so I can draft from anywhere.

Of course. With the WIS hitter and pitches salaries databases and excel, you can build a spreadsheet in under an hour with all the draft eligible players. A couple lookups and a pivot table is all that's required.
I think you can combine Ozo's data with the 2019 spreadsheets provided by WIS using a query. The query allows you to link common fields like names and years. You should be able to merge the 2 data sets and exclude unwanted years and player combinations. This will get you 90% there.

Thinking aloud here. Can we use the 25th pick as a wild card pick? Say we can draft any player not on the blacklist or linked to a blacklisted player or something like that. This may help us reach the 140M salary and help adjust for goofiness associated with the order of GM draft order.

Just make sure not to switch pivot tables once you establish your first pivot table. That's traveling.
