See, that's the problem. People who think a wall will work in the terrain of Southern AZ, NM, and West Texas have never SEEN the desert.

Just FYI Doug, because you've ACtUALLY debated lately, Any pipe/culvert large enough to adequately handle even the smallest of OUR washes here in AZ would be easily large enough for an upright tall man/woman to walk thru...........you might as well install that gate, because without it, and adequate law enforcement to enforce the meaning of gate........you ain't stopping ANYONE who really wants in!

Maybe this bit of "experience" will help.
In Mesa, AZ---(population Approx 375,000.) there is a major road crossing of the normally dry Salt River. It's called Gilbert Rd.
Now the salt River has it's OWN History of flooding in the Valley of the Sun. Phoenix was repeatedly besat with floods for years............until they FINALLY put dams on that there river, 3 of them eventually, primarily for flood control. The 1st when was/is called Roosevelt Dam, after Teddy R.who proudly visited the site, back in about 1912, iff'n I remember correctly. Anyways, I digress.
A very few years ago, millions and millions of dollars were spent putting in an additional swath of pavement across the salt to allow for two (divided) lanes of traffic. The existing section was used as a 2-way section and actually just went down inot the riverbed and across and thus had to be closed every time the river ran. major urban inconvenience, you see. 1000's of vehicles wanting to cross.
So. Bingo, new fancy crossing. Arched. Raised bed. Multiple culvert's underneath allowing the river to gently flow on thru...........
Lasted one monsoon storm. LOL.
River flew so fast and so large it washed out one of the approaching banks 1000's of yards from the actual arched pavement and the river just ran right on around (and eventually), thru and over it..........took 'em years to sort out what to be done and fix it.
I'd bet my life that THAT fix ain't permanent.
