RULES FOR TERRITORIAL PROGRESSIVE
LEGACY PLAYER ``Any player who played for your franchise and retired at least one year prior to the one we are playing and has been retired for at least one year. Pick one when signing up. He stays your legacy player through good and bad. His seasons are played in order until he leaves the franchise (skipping years w/o stats so you always have an active legacy player; ex: Ted Williams would be 18 consecutive seasons, moving from 1942 to 1946 and from 1951-1953). Then you pick another. (Franchise names and seasons must match those in baseball reference, partial seasons must only be for your franchise not combined)
TERRITORIAL PLAYERS PICK ONE HITTER AND ONE PITCHER and ONE WILDCARD PLAYER FROM YOUR 1950 ROSTER WHEN SIGNING UP.. They will stay with you until they leave your team or are released by you in order to pick up a new WIS rookie. YOU MAY NOT MOVE A PLAYER FROM PITCHER OR HITTER TO WILD CARD OR VICE VERSA) As we are playing WIS a players rookie season is their first WIS eligible season regardless of where or when they actually had their first appearance.
REST OF ROSTER; YEAR - 1 - 21 PLAYERS WILL BE DRAFTER IN A SNAKE STYLE DRAFT, POSITIONS DETERMINED BY combined value of 4 chosen players in year one and reverse order of standings in year 2 and beyond for those finishing 1-12 with a weighted random determination for the top four picks.
Draft Protocols.
While drafts are Off The Clock owners should site mail the next 2 owners after making a selection. Owners should not be skipped while a draft is off the clock.
When drafts are On The Clock owners should not draft before their scheduled time unless there are no missed picks. A round should not be started before the first scheduled time if any previous round has any missed picks. This provision is designed to allow owners with skipped picks to have an opportunity between rounds to make up their missed picks
Trading of Draft Picks. Trading of draft picks is not allowed for the inaugural draft. For subsequent drafts picks may only be traded up to 1 season in advance-that is, during the 1950 SEASON picks may be traded only for 1951 For clarification, as soon as the 1950 season starts, in season trades may include 1951 draft picks.
The Commissioner will set up a keeper thread in the league private forum after the 120 games mark of each season. Keeper lists will be due by the end of each regular season; any owner that fails to do so runs the risk of losing his team. Teams may keep up to 25 players each season plus injured reserve (IR). Each owner is responsible for keeping track of his IR players and making sure each season's keeper list is correct. Failure to list a player as a keeper (including a player returning from IR) means that player will be added to the next available player list, and you risk losing the player. At the end of the regular season, all keeper lists are final, any subsequent roster corrections must be posted directly to the keeper thread in the league forum and site mailed to the Commissioner.
AVAILABLE PLAYERS
Each season the commissioner will post a list of available players for the upcoming draft. This list will be compiled from the list of all WIS-eligible players in the given season, subtracting out all players listed as keepers. The available player list will be published very shortly after all keeper lists have been posted. Since the draft will not start until after the conclusion of the regular season, owners will be given at least 3 days in which to verify that the available player list is correct.
The available players list is considered final once the draft starts – even if it contains mistakes. IT IS EACH OWNER’S RESPONSIBILITY TO ENSURE THAT NONE OF HIS KEEPERS ARE LISTED AS AVAILABLE. In the event that a mistake is made by the commissioner, and a keeper is listed on the available players list, THAT PLAYER WILL BE ELIGIBLE TO BE DRAFTED . Obviously, owners should help each other police the list – if you see someone listed as an available who looks too good to be true, it is likely that a mistake has been made; please point it out. However, if someone slips through the cracks and is drafted, the new owner will get to keep the player and the original owner will lose him.
Similarly, if a player who should be eligible for the draft is not listed on the available list, he may not be drafted. Such a player will be added to the available list for the following season (if still active).
AS A PRECAUTION AGAINST TANKING there will be a random lottery for the first 4 positions in the first round only, with the team with the worst record having 4 chances for the #1 pick, the team with the second worst record having 3 chances for the #1 pick, the team with the third worst record having 2 chances for the #1 pick and the team with the 4th worst record having 1 chance for the #1 pick. If a team fails to meet the 50 win requirement by game 150, they will automatically draft no higher than 3rd, regardless of the results of the lottery.
Subsequent seasons: player drafts will be held prior to each season. Tiebreakers will be divisional records, runs scored in THE LEAGUE, then total regular season run differential. A lottery will be held each season for the 4 lowest win-loss teams. pick.All drafts will be snake style.
Upon conclusion of the annual player draft, I will announce when a 24 hour add/drop phase will begin. You must first drop a player before adding any un-drafted rookies, free agents or cut players from the master list. You are not allowed to drop any legacy or territorial players. You will be limited to 3 add/drops during this phase. Choose wisely...
Disputes: In the event of a dispute where there is no operative rule or guideline, or if their interpretation is unclear, the commissioner will make a ruling. If three or more owners object to the ruling, the commissioner’s view does not stand and the issue is brought to all the owners through a vote which will be notified to all owners through a sitemail.
• Rule Changes: These can be discussed at any time after season one. The first owner to want a rule change should start a thread and we’ll use that going forward to discuss any changes. However, in order to protect owners from having to vote constantly or on frivolous issues, a proposal to make, modify or eliminate a rule must be seconded by three or more owners in addition to the proposing owner before it can be voted on.
• Voting: Each owner gets one vote. TEN OUT OF 16 OWNERS MUST VOTE FOR THE PROPOSAL.The commissioner will vote last and does set the time deadline within which the voting must take place.
As a courtesy to the league, if you are not returning for the following season please notify as soon as possible. That way we can find a replacement to not hold up the proceedings...
