Who is the better scorer in a motion offense at D3?

I doubt you’d notice much difference. At D3, if I have both of these players on my team, I am completely comfortable using either as a primary scorer any given game, depending on matchups.

Yeah, stamina, free throw, and even pass should be considerations in a motion.

Unless it changed in 3.0, I know it was communicated in the past that PASS rating has an effect on the ability to receive passes as well as dole them out. It's also helpful to have a scorer who can pass out of double teams, etc.

pass/iq of team mates impacts the scoring abilities of others. its a fairly small effect though and its really the passing of the mates that drives this, not the passing of the player themselves. there is nothing special about this re: motion as best i can tell, although motion in general values bh the most of the 3 main offenses (but for different reasons - bh is not a part of the pass/iq impact on getting open looks).

if you are instead concerned about the turnovers committed by the scorer in question, which definitely has a meaningful effect on efficiency, then yeah, the player's bh/pass/iq is important! i'm just sort of assuming this isn't what you meant by ability to receive passes.

Player A St-89, P-33, FT-B-
Player B St-83, P-54, FT-C-

B Def-64, Reb-26, Blk-41

REB makes it close but I’d still say B slightly. A is a bit of a tweener. With even REB B by a solid bit in my opinion.
