The rules on Page 1 are quite clear on this, though, and frankly it would not have made any sense to reward intentional overspending anyway. But note he wrote "will also be" as in, the same as the other rounds:

- Draft order: 1st Round is random, all other rounds are in ascending order of cumulative salary.
- 1-round supplemental draft: After the initial draft, you will draft your 25th player from any franchise NOT in the original 24 and from a season AFTER 1992. This round will also be in reverse order of cumulative salary.

I understood it to be lowest salary. I feel like this was also commented on by people at points during the draft, with regards to owners trying to get to the top of the board.

If dlchow does not need a SP in the supplemental, this pick was more "smart" than dirty. All's fair in love and WIS.

If dlchow does not need a SP in the supplemental, this pick was more "smart" than dirty. All's fair in love and WIS.
I thought there would be far more blocking strategy, given that the supplemental player pool is very strong. A few players would have been cheap to block, but you definitely would have needed to plan your picks accordingly (I tried to plan for more than one, but failed)
