Yeah, it can be tough with RS2 transfers, they move fast, every cycle counts. Knowledge is key. At B+, 60 AP is often enough to unlock the scholarship in one cycle, but if he wasn’t an ideal preference match, maybe a couple bads or a very bad, it might have taken you something like 63. Like you said, you were close. At B+ in D1 I can’t imagine you’d be very far away after 60, unless many preferences went against you.
Anyway, your rivals prestige (And maybe better preference match) was enough to unlock a scholarship right away, whatever they spent. And after offering a scholarship, that total effort was enough to send you to low consideration after 2 cycles of just AP. Now if he hadn’t signed yet, you could offer the scholarship, and you might be able to do visits too at that point, and reasonably get back in the race. Because unless your rival has a significant preference advantage over you, there’s no reason they should be able to shut you out *unless* the timing of the recruit’s signing is such that he does not wait for you to catch up to the delay caused by the tiny discrepancy of you being on the wrong side of his considering cusp after one cycle. These transfer recruits are fast moving, high stakes, and pretty fun, I think. But yeah they can be frustrating as hell too.
