for example there is not yet a comfort zone or consensus for Medicare for all but there is for the program of Medicare. Biden knows there is a willingness for lowering the age to 60 which in essance is Medicare for all 60 and older.....that builds a new consensus for the expansion of the program.
then it can incrementally be lowered to 55 with new broader acceptance with greater numbers of people who want Medicare for all...
at that point or soon after there very well could be a broad majority or consensus to transition to Medicare for everyone.
thats the way a consensus evolves from an ideal not yet embraced. And made operational by gradual integration into society and economy.
