No they can't. You have until your window on the day of the pick.
It's great if you can pick ahead if it's your turn, but not required.

Congrats to Tulsa for winning Deal 19, a great team you had. I may have to have a talking to for my first pick Jimmie Foxx as he went off for 3 homers, a double, 8 RBIs, and 5 runs while I was one game away from winning. He must not read the forums.
