I'm not an expert on this, but from my experience:
GB/FB is very important
Velocity is not important at all. I don't even look at that.
Vs RhB HAS to be above 50. Above 60 is what I look for.
Vs LhB could be between 45 and 50 if all other ratings are very good.
I generally play in pitchers' parks, so I hate to walk guys. Control is important.
P1-P5 ratings are all relevant depending on what those other ratings are. If your RhB and RlB splits are not that great, the individual pitch ratings can make up for it. But I always want pitch ratings above 50.... unless it's 0. A pitch rating of 0 gets ignored.
I'm of the opinion that if you have a P3 rating higher than your P2 rating, your catcher's pitch call rating will have some impact on your pitcher's effectiveness.
A 0 rating for a P1-P5 gets ignored. BUT....if your pitcher has a pitch rating below 50, it will be a net negative.
Most people focus on the RhB and LhB splits too much, giving me opportunities to pick up good FA pitchers late.
