Would winning % put the best 12 in the NL and the worst 12 in the AL? Or maintain league setup and divide each group of 12 by %? Makes a big difference.
Good question. I didn't propose that idea, so I'm not sure what the plan was. I would be inclined to do the latter, but again, it wasn't my proposal.

My proposal is to use the lifetime league winning % to put into divisions accordingly. So, no AL/NL separation, solely based on the draft order.

Okay, so 12 worst in NL, 12 best in AL? Or 4 worst in NL, next 4 in AL, and so on?

This forumula would give teams like the Rays, Dbacks, and Tigers greater opportunity to reach playoffs. Plus, it would rearrange the lifetime winning%'s to a greater degreee i believe.
