Sounds like a fun league. So I'll offer up some advice in the most friendly way possible, which not everyone will do. Also, you already know that this isn't the forum to post this, so I'll assume you only posted it here as a way to get advice about how to fill it.
Excluding the vast majority of owners from playing in your league is a tough way to fill it. It's cool that you want to play against inexperienced players, but there aren't that many of them that are actively browsing the theme league classifieds, or looking for a league this complex and restrictive.

adding to this, if you're not an experienced theme league creator, it can be tough to fill a league.
running a league is a lot harder than you might think, there are lots of settings that are easy to overlook, and verifying rosters is a time consuming and difficult process. so the combination of a league with a lot of restrictions requiring commissioner verification, plus you being a new theme league creator, is potentially going to make people skeptical. I'd advise starting a little simpler and then working your way up to this type of league.
