I have a walk-on for the first time, when I can cut him, and part 2, will I get additional AP once he's cut?

Walk-ons don't count towards your 12-man roster for recruiting purposes. In other words, in RS1 you'll get full resources for each walk-on. Now, it gets trickier if you have more than 3 walk-ons because the game will automatically sign them to a scholarship and you won't get resources for any additional walk-on after #3. If that's the case, you can cut any scholarship player (including walk-ons) in RS2. Otherwise, non-scholarship walk-ons automatically leave your team when your rosters update with new recruits following RS2.

In looking at your team you just have the 1 walk-on and should have been given full recruiting resources for him from the get go. As I said, he'll leave your team automatically after RS2.

Walter Tucker was an academic non-qualifier and has another year of eligibility. So you only have 3 graduating players and 1 walk-on, thus 4 open scholarships.
