Biden and the smart Dems know they must work with Manchin and let him work with dem.
so he is on board with the infrastructure plan and it is getting played just right. The GOP is casting itself as a villain and an obstacle to give the people what they want and need. Manchin is set up as an influential leader who gave the GOP every opportunity and they failed his overtures and opportunities and forced him into 2 budget reconciliations which he with Biden did everything possible to avoid.
the final bill will even probably have some things the GOP wanted just to show how Biden and Manchin bent over backwards to create a bipartisan bill.
Getting Manchin to drop the filibuster just for the voting legislation is a house being built brick by brick and Manchin is one of the architects.
