This is silly - I assume that this article was written before the past few weeks.
how can tunnels and rockets be acquired so quickly and I question how the money can be certain to be used for terror.

nevertheless Israel gets protection from USA
with plenty of funding and the Palestinians do need humanitarian aid. When they topple Hamas maybe things could get better for them.
