No, he didn't. And pivoting to "well, he had A healthcare proposal that actually sucked ***" means that the campaign promise was a LIE.
Furthermore, of course Trump incited the insurrection. Not just because of his rhetoric on the 6th itself, but every statement before that as well. The traitors were trying to storm the capitol on his behalf.
Trump presented a plan. He didn't have enough votes in the House because enough REPUBLICANS pulled their support and the bill went down in defeat. March of 2017.

Did Trump provide "insurance for everybody"?
Did Trump's plan "lower the cost of health insurance"?
If no to any of these, Trump lied about his campaign promises.
I wonder why Republicans would pull support for a great and beautiful healthcare plan that covers everyone while lowering costs and replacing Obamacare?
