D1 players shouldn't be able to be signed by a D3 team. Ever. Of course, I only say that because I've struck out on every effort to actually sign a D1 guy and still have viable backups when I inevitably lose him to a D1 school. If you need D1 players to dominate go to D1.
D1 guys are not that difficult to sign at D3. You just have to make sure that you don't set your sights too high. Look for the guys who have some sort of flaw that will turn them off from D1 humans.
DON'T EVEN SPEND A DOLLAR ON A D1 RECRUIT during RS1. Only do AP's, scholarships and minutes/start promises. If a D1 human gets on him, back off and move on. If you can drop a schollie and unlock everything else without a D1 human showing anything more than mild interest, move on to the next guy. Your entire goal during RS1 would be to unlock as many D1's as possible.
Remember, you'll never show as higher than moderate interest during RS1.
Between RS1 and RS2, evaluate the guys you've unlocked in RS1. Pick the ones you think you have a reasonable shot at. Spend your money wisely during RS2 on those guys. Also remember, they will not sign with D3 teams until 11pm ET on the second night of RS2. So a D1 (or D2) team can still "steal" them at any time from you, even if it looks like you're leading.
