One, it's an increased time commitment that is especially difficult for users with many teams.
Two, it is impossible to recruit when changing to a D1, which has the unintended consequence of keeping people at lower levels while many D1's remain vacant.
Three, it eliminates the mystique.
Recruiting at the end of the season felt like Christmas morning. Now, recruiting just feels like a hurry to open as many packages as possible lest you be left holding wrapping paper come the start of Period 2.
One, if it's too much of an issue for someone after at least 5 real life years of doing it, realize it. And cut back on teams.
Two, the HD community puts WAY too much emphasis on first season expectations. When taking over a new school, who cares if you can't jump right up to the top recruiting class? It's your first season! Just prepare yourself to go sign an impact class in season 2. I don't think one single coach stays in the lower levels due to thoughts of "I don't want to play D1 because my very first season might be tough". That's silly. Also, they "apparently" are currently looking into ways to make RS2 "better" in that regard.
Three, I can see why YOU specifically feel this way. You mainly play D2/D3 which is fine. I think D2/D3 does kinda feel that way now. And that's because CS has tried to make D1 the focal point now. D1 coaches don't really deal with this because they sign a lot of their roster in RS1. A way to combat feeling this way would be to recruit from the D2 pool from D2. Maybe that doesn't sound ideal on the surface, especially for D2 coaches that have signed D1 pool players for a long time now. But the changes in the game have caused many D2 coaches to look in the D2 pool now. Which I believe is the intentions of CS
