There are a number of commissioners I steer clear of. One completely abandoned his league after it filled (it was taken over by an experienced player). One changed the league rules after he saw my roster because he thought my team looked "unexpectedly strong." One exited and reentered his own league several times (with the, to me, clear intent of getting a better 'real names' AAA draw). One abandoned his league mid-season when he was mired in last place. One was a world class forum whiner who kept insisting that WIS had a grudge against him and was deliberately punishing his team. One (and I suppose this could have been accidental) realigned the league to put him with the owners with the weakest records and put the owners with the strongest records in a single division in the other league. It's live and learn. I make a note of all of them and never enter their leagues again. I try to enter only leagues with established commissioners or run by players I've been up against enough times to have a sense of what they're like. All of that said, I applaud the people who take the time and effort to start a league. I've been playing years and years and have never been a commissioner myself -- I just don't have the patience for the headaches

The commish in question has apparently done something similar to the first thing to someone else - although I think his team got booted because it looked too good. And the second thing was rumored in this current league - which set off the series of events that led to me getting temporarily booted.
