well, did you leave him off the depth chart completely? there seems to be a longer leash there. if you had him on, but not playing the starts, then i don't know. i would personally meet them the rest of the way. it used to be guaranteed, if you fully met a promise from the first complaint on (through the whole reg seasons), the player would always stay. but this is not the case where it relates to starts, so i'm not sure you can guarantee safety here? i'd definitely give it a shot though, not bail.
really, i think if you already started this guy once, and then stopped, you are boned. i think the game looks for honest mistakes or something. if you haven't started him and then you do start him the rest of the way, i kinda think you have a pretty good shot of surviving. if he was off the depth chart completely, i'd almost guarantee he stays, but not quite because like, i don't know. stuff has changed a lot and i haven't paid that much attention. weaponizing the more forgiving logic of promises, its possible i think (implying there is probably consistent behavior here), but i'm half lazy and half don't want to do it because i think promises SHOULD have leeway for honest mistakes, and because a lot of that was already eliminated due to what admins perceived as abuse of the system or perhaps ridiculousness in the system (like how you could pull promises in recruiting with no penalty ever). but anyway just kinda mentioning that there is definitely some protection there, i just don't know when it applies and why.
