You can check all dates of importance by going to the Schedule menu on your team page and selecting World Schedule. To answer this particular question, Redshirt Deadline is 11:59 PM on the day of the National championship.

You may apply RS all the way up to rollover, just so long as your player has not played at all. Have done this several times.
