I can see why you are asking b/c it's not clear... and I see a potential loophole that I will now close.

"Like in version 2, we have 30 choices in each bucket so it will be a lot harder to get stuck (but not impossible). If somehow you still end up getting stuck and have to pick a default player, you will simply choose any <300K player from a season you didn't already draft. The player must be the same position/bucket that you defaulted at. You will also draft last in the round 25 draft."

Since this rule states "you draft last in round 25", there's an implication that you still get to draft a player, albeit the 24th choice in round 25. The loophole is that somebody could intentionally get stuck in order to get a 300K default player assigned to their salary, thus increasing the amount they could spend in round 25 (even if it's the last pick). To close that loophole, the salary applied for purposes of the round 25 pick will be the highest salary of the 30 players in the specific bucket you got stuck in. It's not quite the same as being forced to take a <300K round 25 player, but it will deter anybody from trying to get stuck.

This is called "Getting Stuck". In version 1, we only had 24 options in each bucket, so it was not uncommon for some folks to get stuck. In that version, I had designated some default players. Since we now have 30 players in each bucket getting drafted by 24 teams, it's far less likely to get stuck, although still possible. The penalty is severe. You must draft a <300K player and you go to the end of the Bonus Round draft (and your salary is penalized as described above).

Obviously, you should make every effort to avoid getting stuck.

and/or not enough salary left
Going over the $112 million cap would result in you being forced to draft <$300K players on all your remaining picks (including round 25). If you are below $112M after round 24, but then learn that you are over the modified cap (which won't be known until round 24 is over), then you get a <$300K player in round 25.

The sad thing is that, even with the salary penalty, it might be worth getting stuck.

I'm not willing to chance it though.
