In my fantasy leagues, whenever we've had very slow drafters (often times the folks in europe, frankly), we've always put them at the late turn (#24 in a league like this) and it's always helped dramatically. The worst place for the slowest drafter to be is dead center in the middle. You need them to be in a spot where they can always make two picks when they pick. Basically solves the problem. It's a bit artificial, but we decided that we couldn't bear it anymore, so we made an executive decision and it saved us all a ton of headache. We'll never go back. In my draft leagues, If you have an established track record of being slow as hell with your picks (no judgment - we're all friends), you're picking at the turn, end of discussion.

Obviously, that's with a more dynamic pool of players, since it's yearly fantasy and therefore the talent is always changing, which makes it less predictable from year to year for them to always pick last, but that's what we do.
