It's not 50%. Their willingness to sign can be triggered any time, and is not weighted at all early or late. So it can fire "whenever". Since there are more cycles in the first period, and I think (but I'm not sure) they stay willing to sign once it fires regardless of whether anyone is ready to sign them or not, it makes sense that whenever recruits are going to tend to go off the board before the second session. I've estimated fewer than a quarter with offers make it to the 2nd session, so trail's sample would fit.
