no, the draft keeps moving until the end of the day. owners who miss their slot will have a chance to catch up overnight. if you miss your time slot, then the next owner can pick as soon as it is his time slot.. the owners after that can pick as soon as the previous owner has picked or it is their time slot. everyone knows their time slots at this point. owners who miss their time slot can pick any time, but the draft does not wait for owners who miss their time slot.
I got a ruling from amerk1180. In the DDL, we do not pause to let anyone catch up. We keep drafting. In this case, rmarsh915 can make his next pick and then we will be stuck on berkelon again. Hopefully, berkelon will pick soon and we can keep the ball rolling.
