It's been a few years since I ran this theme and thought it would be fun to use newer players.

Select and exclusive Major Junior city and comprise your entire roster of players from your city.

Some Major Junior cities have multiple teams so it's fine to use all of them like Calgary for example:

• Buffaloes
• Centennials
• Hitmen
• Wranglers

League Rules:

$110 million cap
Blacklist: All Oilers Gretzky seasons, and Mario's top three most expensive seasons.
NO: Clones, ML, PI, Trades, or Waiver Wire.
YES: Relaxed Rosters, injuries, ties
Divisions aligned geographically
Use home arena from any player on your roster.

FYI - I used to do a theme similar to this years ago and they are very difficult to fill (not enough depth for most clubs).
Consider allowing owners to combine Cities/Universities.
Perhaps using the great link you provided, if the City has more than 75 NHL alumni (which the link shows), it can stand alone, but if a City/University has less than 75, they could pair it with another club under 50 or some combo like that. Just a thought.
