The Shuffle

16 Team Format E (4/4 w/interleague play)

All Players must be less than $13M.

To start: Everyone will select a Franchise. No duplicates.
Select 4 exclusive players from your Franchise: 1 Infielder, 1 Outfielder, 1 Starting Pitcher (SP), 1 Relief Pitcher (RP).
We'll then have a 21 round draft and each round we'll Shuffle the Franchises randomly for each pick. (So, if the Tigers, Cubs and Astros are 3 of the Franchises chosen, in round 1 you might pick from the Cubs, round 2 from the Astros, round 3 from the Cubs again, round 4 the Tigers and so on).

I will Shuffle the Franchises between rounds. (Only the 16 Franchises chosen will be used).
Each owner will get a 1 of the 16 Franchises to pick from so only 1 player per Franchise will be chosen each round.
You will have 1 day to make your pick starting immediately after I post the Franchises for that round. There will be no waiting for someone before you.
If you don't make your pick by the time I post the next round, whoever has that Franchise in that next round can make their pick. Missed picks can be made up at anytime but all picks made before that are valid.

The 4 players chosen before the Draft are exclusive for that Franchise. (Verlander could be chosen for the Tigers and the Astros).
Players taken in the draft are only exclusive by season, so you must state which season you are taking when you make your pick.
(Example: If Mike Trout is taken as 1 of the 4 exclusives, he is off-the-board. If he isn't 1 of the 4, then multiple versions of him can be taken in the draft).

Alignment for the league will be done by Salary, (Highest in the NLEast, Lowest in the ALWest).

This is the 2nd iteration of this league.
Owners from Season 1 have first dibs on spots for Season 2.
Waitlisted Owners have 2nd dibs.
If you want in, signup to be put on the Waitlist.
New Owners will select their Franchise last.

All of the 4 Main Players from the 1st season will be Blacklisted. They are in the post below.
So if you want one of those Franchises you cannot use the Blacklisted versions of those 4 players.

Returning Owners will be selecting first, so it depends on how many return. They have until Sunday to claim their spot. So far, pmars2001 and schwarze are not playing season 2.

You cannot use the specific years that are blacklisted. So for example, ARod's 2007 season is blacklisted, but you can draft any of his Yankees seasons other than 2007, as well as his Mariners and Rangers seasons (if you select those franchises).

If i select the A's, of course I can't take those players/years. But if I pick the Cubs, and during the draft, the A's come up, I still can't take those guys for those years. Correct?

That is correct. Blacklist is for the entire league.

Blacklist may have something to do with that. The way I see it, the blacklist makes the 14 Franchises not chosen in Season 1 more competitve and possibly better options. That's a good thing.
