I think a problem is that people are often unable to make their picks in a 3 hour window depending on the time of day. My days can get very busy and a 3 hour window will be hard to manage. ESPECIALLY if there is no clock for me to predict when I may be up. I am aware of this and will try to plan ahead.
Say I am 5 picks away @ 9:00 am on a Wednesday but we have 5 owners who are ready to go and they pick in rapid succession. Suddenly I am up @ 09:30 am. However, on a Thursday I am often too busy with work to be on the sim from 09:30- 3:30. The results would be me being skipped AND missing a crap ton of picks after me. UNLESS I use proxies but........
Proxy lists are helpful and I use them frequently, HOWEVER they require extensive research on the available picks and who would fit your team at any given point in a draft. I 100% understand not everyone can't always do that much work just in case you aren't available for your pick. Most owners who don't or can't are aware they may be skipped.
I am happy to play this season but I think it might be a little unfair not to give players who struggled in the old format a chance to at least attempt to draft better in the new format that is designed to perhaps help people with tighter schedules.

The 30 minute format serves to regulate the frequency of picks and ensures the draft will be completed within a planned time frame. With the 30 minute format, any delay is a consequence of people getting out in front of their time slot. Essentially, the efficiency of some places others as seeming "laggards" when in fact their time slot has not been reached. Understood, this can be frustrating because time banked has now been lost.
The 3 hour format is going to regulate the frequency of picks, but at longer intervals. Owners will have less incentive to get their picks in quickly because everyone now has a 3 hour lead time. With this format we may get as few as 4 or 5 picks a day. This format solves the problem of the laggard owner but potentially lengthens the time to complete the entire draft.
Begs the question: What are we trying to fix? Getting those with a lousy reputation in terms of timeliness to pick more quickly or to keep the number of draft days to a minimum?
