Does WS winner dart their 23 players first at end of the season and then regular draft for the other teams?

AND if we keep 20 (example) and everyone keeps 23. Do we draft 3 before everyone else or the extra picks would be at end in order of draft depending on round
so definitely would be 2 rounds regardless so then my extra players needed would be round 3 and so on?
Draft order is random for round 1 for all 15 owners regardless of where they finish the previous season. Winning the WS and or W/L record has no bearing on draft position.

If someone needs 4 picks they draft in the first 4 rounds, 1 player per round. If someone else needs 8 picks they draft for 8 rounds, 1 player per round.
