The Minimum # of Games Played by the Primary Position Players at Catcher thru OutFielder (ONE OF Needed) Must Be 20 And You May Check Box to Include Secondary Positions ... Actually This Gives Each Owner Much LeeWay as there are Players With Less than 70 Plate Appearances and 20 Games Played Costing less Than $225K ...

The Utility Position Players Year is Therefore to Fill the Remainder of the Position Player Roster And Utility Players May Have More PA/162 than the Primary if Beneficial to the Team And May Be Used as Starters ... Also I Noticed for Instance that 1989 does not have a Catcher with more than 509 PA So I Might Have a Platoon of Two Catchers With the Utility Position Player Year as the Starting Catcher

Owners are Limited to Three (3) Utility Players with 500 PA or More ... This is not a Limit on how many Utility Year Players there are --- Just not more than 3 with 500 PA

You can use Utility year pretty liberally. Can usually use that year for some starters, as long as you follow the requirements.
