I picked a guy in the first round whose signing condition was being picked in the first round. However, he rejected my offer (which was slot value, I didn’t edit it) and asked for more money. There is now a blue X next to his name. I’ve seen red X’s before, so now I’m curious if I don’t sign him, would I roll the pick?

If it matters, to make the original offer I clicked ‘negotiate’ on the draft results page (I didn’t do the checkbox option).

Can't remember, but I think the blue X just signifies that he is open to still signing, just at a different price. As long as you did not withdraw your initial offer of exactly what he asked for, you will receive a compensatory pick next season, one spot behind where he was picked. It doesn't sound like you did that, so you should be all good.

Are you sure about that? I thought it was the other way around. If they come back to you with a new demand and you don't match it, you do not get the pick.

If they reject the unchanged initial demands offer, and you don't up the offer after, you're good.
