Looking at the results from the three Round 3 leagues, it's likely that there will be some situations where one person will get more than 3 teams to advance. Since there are only 4 teams in a divisions and 2 must advance, if the 1st or/and 2nd place owners already have 2 "better" teams advancing, and the 3rd and 4th place team already have two teams advancing, then the 1st and/or 2nd place team will advance, even if it means 3+ teams advancing for one owner.

The algorithm for selecting which round 3 teams advance to round 4.
1. Top 2 teams in each Round 3 division will advance.
2. If one owner has more than 2 first/second place teams, then the teams with the two best records advance (and the other teams are dropped)
3. When a top two team is dropped, then the 3rd place team advances (unless that owner already has 2 teams advancing)
4. If both top two teams are dropped, then the 3rd and 4th place teams advance (unless that owner already has 2 teams advancing).
5. In the event that one or zero teams are eligible to advance due to the thew "2-team per owner" rule, then the top team (or top teams) will advance and that owner could now have more than 2 teams advance.
6. In situations where somebody could have more than one team "move up" from non-advancing to advancing, the team with the better record will have priority.

When I post the final standings of all three Round 3 leagues, I will highlight the teams advancing.
