You will gain cap space as you spend more of Defense; every $3M on D above 16Mil gains you $1M total.
If your DEF costs >$19.000, you get $55. Then 22=56, 25=57, 28=58, 31=59, 34=60, 37=61, 40=62 (only the '42 Bears allow you the full 62mil budget)
This will test how much the owners wish to spend to prioritize defense.

Intriguing, I will most likely jump in with a 19 mil D ~ salary 55 mil ... and a 28 mil D ~ salary 58 mil.
I'm not brave enough to try the '42 Bears ... I rate some of 37 mil defenses just as high as them and consider 37/61 to be a bold test.
