Probably won't happen, but here's how I envision that it could or should work:
For private worlds (only), upon rollover, there would be a "World Rules" page that everybody can view but only the commissioner can update. Previous seasons rules would be carried over, so if there are no changes to be made from the prior season, there would be nothing that needs to be done. Any changes to the rules would be doing during "budget day", much like our budgets are, and would then be locked in for the rest of the season after budget day.
Not a whole lot of rules to be entered, but I would propose the following:
- Maximum amount of cash that can be included in a single trade ($0 to $5m)
- Maximum amount of cash that can be transferred into prospect budget ($0 to unlimited)
- Maximum total amount of cash that a team can receive for all trades they participate in for the season ($0 to unlimited)
- Maximum salary per season that can be offered to a free agent or IFA (? to $20m)
- Maximum bonus that can be offered to a free agent or IFA (? to $10m)
