Like the other coaches have said, it only takes one scouting visit (Assistant Coach or Head Coach) to give you the letter grade for the recruit's potential (VH, H, A, L, VL).
There are some situations in which there may be some additional info to be gained from sending one additional scout visit (AC or HC).
For example, if you send an AC scout you will get the recruit's potential but you won't get information about his character that only comes from a HC scout. It's not worth the extra $ to send HC scouts to every recruit on your initial list, but it could be worth it to follow up by sending an HC scout to recruits that become your final targets.
Also, there are sub-levels of potential within each letter grade for potential. For example, the AC scouting report might tell you that a recruit has Average potential, but there are three sub-levels of potential within "Average." There are recruits who are on the high end of Average, there are recruits who are truly Average in the middle, and there are recruits who are on the low end of Average. There is a line of text inside the written scouting report that tells you which sub-level of potential HOWEVER sometimes when you send an AC scout you don't get that normal scouting report - instead you only receive the letter grade and you get an email from the recruit himself that might not help you figure out which sub-level of potential that recruit has. The same thing goes for the sub-levels of Low potential and even Very Low potential. [NOTE: My understanding is that High is the only potential that doesn't have sub-levels within it ... but I could be unlearned on that and maybe even High has sub-levels that I'm not yet aware of.]
Most importantly, in those instances where you don't get the full scouting report for a recruit that has VH potential, you need to send another scout (AC or HC) in order to find out if he is one of those rare recruits with "Sky's the Limit" potential.
So, long answer, there are some situations when sending one additional scout visit can get you additional information ... but if you don't send an additional scout visit to pursue that additional info, it really isn't too consequential.
