finsrcool - that’s not how I understand it here. Each individual prospect budget increases your chances at seeing certain players within those pools (college/high school/international).

But it’s not 100% you’ll see everyone with a maxed out budget. Which is really frustrating when you have a top pick and can’t see the best player in the draft or the hall of fame IFA.
