I mentioned this in another anti-tanking thread but I think it got lost in the shuffle (or nobody liked it and they were kind enough to ignore me rather than call me a moron).
I'd like to see WiS give private world commissioners something like a world settings page that would be similar to what you see when you're creating a fantasy football league on yahoo, etc. Options included in the settings could be minimum win requirements with adjustable thresholds for each world so worlds could choose how many wins each team would need to achieve and prospect budget caps since these seem to be the two most talked about ways to curtail tanking.
Any changes to those settings would generate an automatic message on the world chat to say the world settings have been changed for transparency purposes.
There could also be some variations of the minimum win rules in the sense that if you don't reach them, you could either be removed from the world automatically at rollover (not sure if that's programmable or not) or you just wouldnt be able to have more than 20 mil in prospect payroll as has been proposed by sitestaff. So for example, the commissioner would select from a dropdown table their worlds MWR, and then check either the automatic removal box, or the limited prospect payroll box (obviously not both). There would also be an option for those worlds with MWR that span several seasons (the 55/120/190, etc. worlds).
The commissioner settings could coincide with a searchable (or at least sortable) Join a World page which would help owners search for worlds with MWR and prospect caps, much like you would search for a fantasy football league that has standard scoring, PPR, etc.
A couple drawbacks I could think of would include commissioners just changing the world rules whenever they wanted to and how to handle owners who don't meet MWR in worlds which have committees to review each owners "case for removal" before ejecting him. I think for the latter problem, that the ejected owner could just be given the password after rollover and then be allowed back in if the world deems it so.
